White vent on roof that rotates

Trying learn all the different things on my Montana.
There is a Vent I guess that rotates with the wind.
Looks like a weather vane.

Locking door with fitting

On the side of my Montana almost to the driver’s side rear, there is a small lockable door with some type of fitting behind it. Previous owner didn’t know what it was for.
Any help is appreciated.
