The voltage difference does not affect the water temperature. If you measured continuity of the element you measured the resistance in ohms. If it didn't read 1.0 (open, no continuity) it should be...

I too suspect it is an Atwood WH with which I have *NO* experience. But a quick Google search says there is a Reset Switch for the electric element near it under a cover. Push it it if it is sticking...
