There should be a cap on the drain line underneath. It drains the water in the line between the 2 valves. With the cap on, it won't drain. It will be the same type of cap as your fresh tank drain.

Does the pump kick on when you open the bathroom sink or shower valve?
Maybe some build up in the valve itself preventing the water pump from sensing a drop in pressure?
