Lets make this simple. GVWR is the most your truck can weigh legally. The tow rating is a suggestion as to what the mfg. thinks you can tow safely.

A DRW hotshot driver towing a trailer that is tagged for the trailer weight and is with-in his truck and trailer GVWR is legal.

A 2500 truck with a GVWR of 10,000lbs and weighs 11,420 is 1,420 lbs over legal weight.

This is not hard. The truck and trailer GVWR is the most either can weigh. Screw all this recommended tow rating, it is just that, recommended.
