You are absolutely correct, you will not find all issues on a PDI and some may not show up for some time.
You do want to go over all the systems on your PDI to understand how they work and make sure your unit is functioning. You will need more than a couple of hours to do this. If its too warm to run the heater have them run the a/c to get it cold enough to run the heater. There is a way to test pretty much everything.
Bring someone else to help you take notes and bring another set of eyes. A good dealer will let you stay on their lot for a night to check out things and develop questions before you pay or sign.
No one is trying to blame the buyer but instead make them smarter before writing that check.
