Every state is different and we have had riders in back on long stretches of road.
The main concern everyone forgot to mention, is the outside handrail.
You will need to reverse the swing and lock, otherwise you wind up locking your passenger inside with the handrail and no way of opening in emergency.
Reverse the swing and lock of the outside handrail for your protection and the safety of the rider.
You just never know if and when an emergency happens.
