I had the CAM Module in my Trailer for the Carlisle Pump to work with my 2011 GM. When I upgraded to a 2018 GM I was able to remove the CAM Module and works fine. So it sounds like for what ever reason GM has taken away the ability for the Integrated Brake Controller to sense the different resistance between Electric Magnetic Brakes and a Electronic Hydraulic Pump.
