Jetting is the answer
I jet black tanks part time. From what you describe and if it is not drain gate related. You've got a good one. The Amazon jetter kit will do the trick. This is something you definitely can do on your own. Jet from the toilet into the tank. A good percentage of Montys have Ts inline in the main drain pipe making it damn near impossible to jet outside in.
You'll be amazed at how well it works.
