I've had a heat pump for 30 years. Just replaced it with a new unit. Very efficient. The air handler has (emergency heat strips) that activate when the outside temp is below 32 degrees. They are only on for 10 minuets or so. Once the heat pump has been running for 10 minuets or so the EH shuts off.
