I would say no, that's not normal, and you've definitely got a leak. Others can give you more helpful advice than me on exactly how to troubleshoot the problem, though. It would probably get you more specific answers if you gave your rig's model number and year, because people will be familiar with your particular layout.

In general, I'd say start with the toilet--does the normal amount of water come to the bowl when you flush? Is the flushing foot-thing (can't think of what it's called) depressing properly? (I knew a lady whose flushing foot-thing froze and then broke.) Is there water running into the bowl constantly? Is there any noticeable water on the floor around the toilet?

If the toilet seems to be working okay, then your leak is probably somewhere else--probably wherever you hear the water sound coming from.

I went through a recent cold-snap and had a toilet water shut-off valve break and leak, several hours after everything thawed and water was flowing again.
