Try a 5 gallon pail turned upside down over the spigot and pole, if the pole is separate from the electrical. Most CG's keep the spigot close to the ground, so even wrapping one of those camping thermal blankets around it should keep it from freezing.

Of course, I just prefer to move South to warmer weather.
