I think that it is all welded, with the rod going through two holes in the vertical strap parts. The rod looks to have a padlock on the back side.

Regarding the allen keyed bolts, I was referring to the link from Ozz showing a bracket that is bolted to the handle. Sorry, I should have quoted Ozz with my comment.
