My 2007 had one switch inside the trailer to operate the WH on gas. But to operate on electric I had to go outside, remove the panel covering the water heater, and turn on a small black rocker switch at the bottom left corner of the water heater. Do you have one inside switch or two?

And is the water heater full of water?
