Thanks All. Update: Pulled down underbelly and valve was ok. Disconnected and dumped into a honey wagon. Then undid cable and YEP the cable was rusted enough to jam up the handle. WD40 and some elbow grease and broke it free. Will put grease on it now as suggested. At least now I know how to find and fix issue for the gray tank handles...lol.
