Opinions will vary here. I found bags good for leveling and not so much for sideways stability. In a top heavy load situation like a cabover camper then yes since the load is spread across the bed. Otherwise, a fiver hitch is centered and usually articulates with lateral movements. Will bags help with strong crosswinds? Mathematically, yes. Will it be noticible in seat of the pants driving, not in my experience.
