WD-40. Yes, agree. A little elbow grease and then follow up with Dawn Dishwashing Liquid to remove the WD-40. WD-40 is your friend.

You know all those little spots of road tar on your camper? And you know all those spots of road tar on your vehicle? And you know all that road tar in your wheel wells? Spray with WD-40 and watch it melt away. Follow up with Dawn Dishwashing liquid. WD-40 is a great solvent!
