The weight of the scooter mounted on rear hitch would be subtracted from the 5'er's rated axle carry capacity. As far as pin weight, it would likely have little to no effect on pin weight, since the rear weight is mostly carried on the trailers axles / wheels and not on the front pin. If anything, it may slightly lower pin weight.
