I got my first set from my local Big O, but they were no help on the recall. I took the tires in to them the first time because I replaced my bearings and did a brake check. They also said they couldn't do it if the tires were on the rig. I went to the district manager who said none of their shops could do it. I called the RV dealer and he said to call the Royal tire right next door, they do all the tires for the dealership. I ordered the tires from Simple Tire and the Royal Tire shop (they didn't carry Sailun) installed and balanced them. I had to put money out but they are reimbursing me. A little hassle, but it is done. First and last time going to the Big O shops in my area.
