Sorry for not being clear; 19.5s are not oddball in the size, just that for commercial use there is not as many made as the 22.5s, so that's why harder to get and more expensive.
So, why does the 3500 RAM dually not come with 19.5 tires? Because it is a pickup class truck not commercial class. Also, have you checked the prices of 19.5s? Usually they run about twice the price of the stock dually size tires. (~$450-500 each)

Other notes: the 3500 RAM dually compares to the F350 dually. Neither comes with "commercial" tires such as the 19.5s. The F450 is a bit of an oddball; while it competes with the RAM 4500, it comes with a pickup box and a lot of folks have used them to haul 5th wheels and gooseneck trailers. The F450 does come with 19.5s and while some guys like that, I have several friends who are going back to F350 duallies now. The 19.5s ride rougher, and a couple of friends have said they have been stranded trying to find tires on the road. (although with supply chain issues I think trying to find any tires is a challenge)
