Not normal. My guess would be previous owner added that so that he could plug the male end of extension cord into some external 120 vac power source and the female end of that cord into that trailer male connector to provide extra power to something inside the trailer. Maybe to power 2nd A/C?

But definitely need to find out. You would not want that exposed male connector there if it is somehow hot!
