if you have a generator prep package it could be the transfer switch, mine just went bad, and they sent a replacement. the transfer switch on mine is behind the bulkhead in the bay wall. i had to remove the panel then you will see the progressive surge transfer switch. if you are handy, to be safe remove shore power then remove the front cover on the transfer switch, then plug shore back in and test on the feed side of transfer switch, 120 to n on each leg is normal, if is hot there check on load side for normalcy. mine was not hot, the relay that electrically pulls the disconnect would not pull the relay in. i pushed the relay manually in and it did connect. progressive sent me a new one under warranty.
if you are not handy and are not able to safely work with electric, best to get someone that is to be safe.
