It is unlikely that the tank heater will thaw the frozen valve as they don't get that warm. Run your furnace and if you can, run a small electric heater near the outlet outside to try to break the frozen valve loose. Gently pull on the valve occasionally to check, but DO NOT force it. It can easily break the cable or worse, the pipe.
