Isn't the regulator on the passenger side just a high pressure reducer and not a full regulator? Sorry for terminology but propane is not my strong suit.
I thought that the passenger side was just to reduce the full pressure in event of a leak but not a regular regulator with about 11" water column which is on the driver's side. Did you replace with the correct regulator?
