I have a new bumper with a receiver welded to the frame. This was done by a trailer shop. Hollywood racks makes a few bike racks build to work on a fifth wheel - most racks are lighter duty and not designed for the stress they get on a fifth wheel.

The other options to consider are a rack on the front of your truck or on the pin.
