I’m not an expert but I believe that the flame sensor is thermal.

My experience with the regulator was just like yours…no diminished flame. It was on, then it was off. The furnace has a high demand for propane flow at 11” water column, which I believe is the highest regulated output of our regulators. If the regulator is under-performing, the furnace shuts off. I looked into making or buying the equipment necessary to test propane flow. I just bought a new Marshal Excelsior regulator instead and haven’t had a problem since.
