First - welcome to the forum!

You need to replace the brakes on both sides of the axle but not normally both axles.

Grease on the brakes often happens when someone adds grease to the bearings via the zerk fitting in the axle. To repack bearings they should be done by hand. This permits cleaning and inspection of brakes as well as inspecting bearings.
