The Elkhart County 4-H Fair Grounds RV Campground is a nice facility and is open year round.
One thing to remember when camping here is that all the sites are back-in sites and that (and this is important) all the hookups for water, power and sewer are at the back of the site. Please bring extra lengths of sewer hose with you for the rally!
