AZ_Traveler and BB_TX have it right. There are two "Edit" menus. One od the Quick reply at the bottom of each Thread. The other is the full function, multi featured, one. To access that menu when doing a reply you have to Click on the "Go Advanced" box beneath the Quick reply box.
You can add pictures in the full function menu by scrolling down to the "Additional Options" section and clicking on "Manage Attachments".
