As far as the 120 vac electric side, the following have been reported in the past:
-bad heater electrode
-tripped circuit breaker
-bad little black rocker switch on the water heater
-tripped hi temp cutout (press reset button under rubber cap to reset)
-bad hi temp cutout/thermostat (surface mount and easy to replace)
-bad or burned wiring any where (burned neutral wiring in the junction box has been reported several times)
-probably others I can't remember
