On the fantastic vent fan hit the auto/manual/off button once. It will illuminate the auto led, just to the right of FAN-TASTIC-VENT. The lid on the roof will open, based on the temperature in your unit the fan will come on and run at that speed until the temp changes. If it is 90 degrees in your rig it will run at 100% speed. If it drops to 80 degrees in the rig it will drop to 70% speed. Hit the auto/manual/off button again and the fan goes into manual mode. You can use the up and down arrow to set it at the speed you want. Hit it again and the unit shuts off and the lid on the roof closes.
Two common problems are;
1. If not used often the lid will become stuck to the seal and not open. Go on the roof and pry the lid up with your fingers. If it is stuck, you will fell it break loose. Operate the control and once opened, clean and lubricate the seal. (Alcohol wipe and WD-40 or a dry lube.
2. Your fan has a rain sensor allowing the unit to shut off and close when precipitation is detected. Wipe that sensor, visible from the top with the same alcohol wipe.

As far as the ceiling fan, light, and plugs you'll have to start with a volt ohm meter. Someone has either wired the switch or the fan wrong or the associated wiring behind each.
