Measuring an open across the motor terminals sure sounds like a bad motor. A final check before buying a new one would be to use jumper cables direct from the battery to the motor terminals.

I once had an in-tank fuel pump motor with a dead spot. Would not run. Pulled it out and jumpered to battery and it ran. Reinstalled and would not run. Measured good voltage at pump terminals. Pulled it out, jumpered to battery and it ran. While mulling over the problem tried the jumper again and it ran. Not making sense. Tried the jumper again and it did NOT run. Accidentally dropped it. Tried again and it ran. Two more tries and it ran. Third try it did not run. Ahh ha moment. Dead spot.
