I would first visit one of those RV's that are freezing their occupants and see what they have or are doing to keep the Rv very cold.
There are many things to consider outside temp and humidity, color of your RV. Put a digital thermometer at the A/C output duct and see what the temp of the air is coming out and if there is adequate airflow. The output air should be in the 50's'You may have a problem as described above.Do you have one or two A/C's are you on 30 or 50 amp service.
In Oklahoma and Texas with temps well over 100 degrees our two A/C's had trouble "keeping up" but still cooled to a comfortable level.They sure did not freeze us out. If your neighbors are freezing and you are not comfortable there is a problem.
