2009 3665re new brakes

Hi all,
So I have an 09 f'er and I'm taking it on a long haul through the west coast canada. Long story short. Pulled wheels to repack bearings and found brakes to be wore out. So ordered new brakes assemblies and drums.once installed had no brakes on one side. And only 5volts going to them. Cut connections off, and rewired connections. Now getting 11 volts but I'm not completely satisfied with braking. Seem a bit wek to me. Is there something I'm missing. The old brakes worked 100x better.
