2005 2955RL w onan 3600

I recently purchased a 2005 2955RL that came with a Cummins Onan microquiet 3600LP. The genset was never ran by previous owners, so I was getting it to run and operate for the first time since 2005. The hour meter only read 0.2 hours so as far as I can tell it has never run ever. It turns over and fires on ether but nothing on the LP side was making it to the engine. So I have it removed to replace seals in the intake and to get the regulator flowing gas. I have this part sorted out on getting it to run so nothing on that side has me worried about it running.

My question is related to how it was wired into a junction box under the hydraulic pump. I know it's a single leg 30 amp 120V generator, but I found the hot single leg was wired directly to one wire (black wire) of a 4 wire romex, while the a third wire was passed through what appeared to be a series of 2 circuit breakers before attaching to the red wire on romex (please see 2 attached photos). Sorry for the photos barely giving info on the series items. I took photos for reference to know how to connect the generator back in to the wiring.

I am not an electrician, nor have I asked google the right questions to explain what is going on. I am very hands on DIYer, and like to understand what trouble I am getting into. I would like to know what the items connected in series may be. I understand that I only have 30 amps and one leg, so why connect to the second leg with a split. Additionally, the romex appears to be 12 guage, which isn't the recommended 10 ga for 30 amp loads.

Also, this set up doesn't look safe to me. I am thinking of changing this over to a load center box to properly distribute power instead of using a junction box.
