Wet Bolts
I know the topic of installing wet bolts has been covered many times and I have looked in the search area for some reference and found good advice. The one answer I need is whether to do this with the trailer hitched to truck or landing gear down? I don't want to stress the landing gear, so was wondering which method is preferred by those that have done this improvement.

Actually I did both. Hitched to keep the unit stable and gear down. I also used blocking fore and aft of the wheels I was working on.

Install instructions say trailer supported, four jack stands, landing gear if only have two jack stands, all tires off ground. Can be done one side lifted at a time, but difficulty will go up. Can testify to that when I replaced shear spring in 2013. Did not lift trailer off ground with levelers when I did it.

What do you know? Underneath all that hardware in the box was a set of instructions, which make it clear. Thanks jcurtis. Goes to show how much I defer to the MOC when tackling a new project...

You don't have to get all the wheels totally off the ground, but you DO need to offload all of them. There's not a whole lot of suspension travel on these things and I've done the following over ten times now:
From level position, let the front down until the back stabilizers are off the ground about three to four inches. Put jack stands under the rear near the stabilizers with cribbing if needed. Raise the front to slightly nose up and put jack stands under the frame towards the front. This will still have the tires touching the ground, but with little weight on them. I use an auto floor jack to lift each wheel & put a jack stand under if needed.
This is how I've installed wet bolts, changed all four tires (took them to a place that couldn't jack the Monty), and replaced all the brake assemblies. I only do one wheel at a time if I'm repacking (I follow the EZ-Lube directions). Just reverse the process to get it down. If you've Level-Up, you good to go.
