New propane change over regulator leaking

My son is having a problem with his RV. His ran both his propane tanks empty and replaced tank one with a full tank. The change over lever is pointing at tank one (full tank), tank two is still disconnected pending getting another full tank. When he turns tank one on, gas comes out tank two’s disconnected line. He tried moving the change over lever back and forth a couple times; no help. I figured the change over regulator was bad and advised ordering a new one along with new pig tails. He did this, installed the new parts and still has the same problem. This RV has both tanks in front, sitting side by side with the change over regulator between them. It does not have a pressure reducer like our Montana’s have with opposite side tanks. Any idea what the issue is? I'm wondering if both the original and the new change over regulator are defective?

I don't know much about the chnage over valves, but I would say it a defective one.

The old and the replacement are both bad.

He got a defective. I've had 6 month old valves and pigtails fail. Don't do what I did and go cheap on these. You get what you pay for.

He found the problem, or at least the solution. He had to start the process with both tanks connected (even though one was empty). After that, he could disconnect the empty tank and not have a leak. Must be something to do with they way the valve has to be sequenced. Here is what he did:

2 Scenariors:

Scenario #1
1. No tanks attached to system at all.
2. Attach full tank to pigtail #1, leave the pigtail #2 without a tank.
3. Aim regulator tank selector to tank #1
4. Open tank.
5. Propane leaks out pigtail #2.
6. Switch tank selector back and forth, no change in propane flow out of pigtail#2.

Scenario #2
1. No tanks attached to system at all.
2. Attach full tank to pigtail #1, attach empty tank to pigtail #2.
3. Leave tank #2 closed (since it is empty) and open tank number #1
4. Operate system (furnace in my case) to ensure LP throughout all lines.
5. Disconnect tank #2
6. No propane leaking out of pigtail #2

Who knew there was a "startup" sequence? Darn good thing we keep a file section here for reference. My PC is starting to rebel at all the bookmarks. No way I'm gonna remember all this stuff off the top of my head....

auto switching regulators

I just read the manual, manufacturer suggests replacement of the entire valve every 5 years. I had not anticipated that short of a lifespan. Well, just one more thing to put on the to do list. Luckily, we have 3.5 yrs left.

On my Marshall 254, it says to "point" the black lever near the top of the 2-stage regulator to the tank you will be using first (the "Service" tank). Then open both tank valves (always slowly because of the check valve in the pigtails). The indicator on the top of the regulator should turn green showing the Service tank has propane. When it goes empty, the green indicator will turn red but the reserve tank is now supplying the system. To take out the Service tank, it says to rotate the black valve over to the reserve tank before disconnecting. Is this yet another scenario?
