There are two fuses under the small square located on the lower far left side at the bottom as you look at it from outside. It may well be that the safety sensor will not allow it to reset due to an open or shorted sensor that monitors the temperature of the heating stack. I can't remember the resistance of that sensor to guide you. While you are back there, look for any yellow residue on the back right side. If you see any, do not attempt a power up as big flames can result when the coolant mixture decides to leak out.
