I have a chatter when I move forward or back at slow speed much like a rock in a hubcap
Have you experienced this
No visible signs of defects in axle or wheel

You don't show what rig you have, but I'm just guessing your rig has drum brakes. I would be pulling those drums off to check the brakes. It's possible that you may have brake parts floating around inside one of your drums. Several years ago while doing a brake inspection/bearing pack I found one of the brake assemblies had totally failed and the adjuster screw parts along with a couple other parts had been completely ground up inside the drum, and I had no indication the there was a problem with the brakes. I have since read of others that have had similar experiences. This is a photo of the brake backing plate assembly, or all that was left of it.

I’m not sure when they started putting disc brakes on the Legacy units.
