Broken water tank bulkhead fitting

The nib from the water tank bulkhead fitting to which the drain tube is clamped is broken and tank water leaks down around outside of drain hose. Seems that I need to replace that fitting on the tank, so can attach drain tube, but can't figure how to remove that fitting into the tank. The 3/4 " nut can't turn because two bumps in plastic keep it in place. Does anyone know how to remove and replace this bulkhead fitting or even where to find a replacement fitting?
