We usually run our fireplace elec heat 24/7 when temps are below 40 degrees. Our heat pump still puts out some heat below 40. That will get it up to comfortable temp in the living area with both running. At night we then turn on small stand-up elec heater for the bedroom. This method works for us and saves on the propane. One time I started the heat pump when temp was in low 30's at home just to see what would happen. After 3 hours the temp raised about 20 degrees but that was all it would raise the temp.
