You are right the dog was just doing what is natural. Some people should not own a dog (or any animal).
I don't have any answers. This is a hard topic. If you speak up and tell the owner how you feel about the dog running loose you risk a confrontation. Then if you don't speak up then you are allowing this behavior to continue....Life!? What is one to do!
