Tank Heaters

Our 2002 Montana Mountaineer appears to have factory tank Heaters.
The issue I have is these are starting to "peal" off the tanks.
Are they just old and need replaced or can they be reattached some how?

It's highly likely that they were installed by a previous owner, as tank heaters are a fairly new addition to these rigs. Not sure about adhesive failure.

Maybe gorilla tape?
Clean the surface really good then wipe it with alcohol before sticking the tape on.
