I was reading a different thread that said that the inverter has to be on to have the solar charge the batteries, is that true?

Not unless it is wired differently than most folks do it.

No, the inverter takes your 12vdc from the batteries and makes 120vac to run you appliances (fridge, and others depending on how big the inverter is).
Your solar panels go to the MPPT controller then to the batteries to charge them.
