Trailer tires are not selected for GVWR, they are required to have the ability to carry the combined weight of the trailer manufacturers certified GAWRs.
The tire index code is not the official load capacity indicator for RV trailer tires (ST); the load range letters are official. The maximum load capacity for tires is written on their sidewalls.
Industry standards require replacement tires to have the ability to carry the load that can be carried by the OE tires.
Care must be taken when replacing ST235/80R16 LRE tires. That series of ST tires has three official load capacities, 3420#, 3500# and 3520# all at 80 PSI. The goodyear Endurance and Maxxis tires have the 3420# load capacity and are not qualified as replacements for the 3520# load capacity tires.
