That is radiant barrier that is supposed to stop/reflect radiant heat. Not insulation in the common sense. Radiant barrier should be on the outside of any insulation, to reflect radiant heat. Insulation like foam or bat insulation is for ambient heat. Air gap is key to stop heat/colt transfer which is why foam and bat insulation has so much air trapped in it, why the thicker it is the more it stops heat/cold transfer. Hope that helps.

Give some thought to covering or putting something in the furnace floor vents. Cold air is dropping down and going thru the furnace into the cellar.

There is a supplier called "Insulation for less".
They offer a product called Prodex.
It is far superior to Reflectex.
If I was adding more insulation I would use this.
One problem I found with them, is their shipping cost is as much as the product (which is VERY lightweight) and I waived the BS flag and canceled my order.

I would consider foam sheet insulation and cut to size. At Home Depot or Lowes and is blue in color. What ever R value will fit. Reflectix is a type of radiant barrier and also has some insulating properties in that there is some plastic filler with an air gap in between the two sides of the product. That should always be on the outside of any insulation. I wouldn’t use bat insulation because if it gets wet, it’s a mess. Foam will repel water. You can cut foam with a fine blade jig saw easily. That would be my recommendation.
