Shower fixture problems

I noticed rust coming out of the bottom section of our shower head fixture. It appears that water was getting inside and staying there. As a result it rusted the screw. So I removed it, cleaned up the rust and reinstalled it using some silicone on the screw. I had to move the fixture over 1/4 inch as I couldn't remove the old rusted screw. Also I drilled a hole in the bottom of the cover to allow water to escape.
